  PERCENT OF PRISONERS HELD IN PRIVATE PRISONS

    The average among the states of percentage incarcerated in private facilities has dropped rather dramatically since last year (from 7.6% to 6.2%).  Oklahoma's rank dropped from 6th to 7th, even while our percentage in private facilities increased.
